Occupational / Skilled Worker Category



The Provincial Nominee Program will be used to nominate persons who have specialized skills that are deemed as having a critical impact on the operations of an employer which are not otherwise obtainable in Canada. Applicants submitting an application in this category will be required to have a bona fide offer of paid employment, at prevailing market rates, from a Newfoundland and Labrador employer. The applicant may also be required to visit Newfoundland and Labrador for a pre-employment interview with the employer and the Office of Immigration and Multiculturalism, Department of Human Resources, Labour and Employment . Applicants who are already in the province on a work permit may also be required to attend an interview with the Office of Immigration and Multiculturalism, Department of Human Resources, Labour and Employment prior to submitting an application. The skilled worker will also be required to meet with department officials within fourteen days after landing.

In some circumstances an employer, in cooperation with the Office of Immigration and Multiculturalism, Department of Human Resources, Labour and Employment , may arrange for a temporary work permit (see Citizenship and Immigration Canada www.cic.gc.ca) to allow the prospective immigrant to accept employment and to assess whether he/she and the family will be able to settle successfully in Newfoundland and Labrador. This will not, however, guarantee issuance of a nomination certificate by the province.

In most cases, employment positions that require the immigrant to meet provincial credentials standards and/or professional licensing requirements must be successfully completed prior to the final decision on the issuance of a nomination certificate by the province.

The applicant's permanent job or job offer should fall within the strategic sector list. There is an onus on the employer to ensure that the applicant's skills could not have been met locally and/or that the position was extremely difficult to fill, and that the skills have a critical impact on the local employer's/organization's operating ability. Applicants currently working in the province on a work permit will be required to have been in the province for a six month period prior to submitting a Provincial Nominee application.

Please submit original signed copies of the following forms required for the Skills Category: You may be asked to submit additional information so the Program Officer can make this assessment. Only one PNP-NL-05 form should be completed for the entire family. Check that the appropriate questions are answered in full and the form is signed by both principal applicant and spouse. Attach additional pages, where necessary.

Place the completed application forms together with the $150.00 CAD(or equivalent in US dollars) certified cheque or money order made payable to the Newfoundland Exchequer in a sealed envelope and mail to:
