International Recruitment
Hiring a foreign worker temporarily or supporting the immigration of a skilled worker to Canada may help you meet short-term or long-term skill and labour needs. If you have specific human resource needs that cannot be filled by a qualified Canadian, then you have the option to recruit internationally.
The Office of Immigration and Multiculturalism participates annually in international immigration fairs to promote the province as a desirable destination for prospective immigrants. Employers could consider participating in these fairs or providing position descriptions to OIM staff so that they can be on the lookout for individuals with the skills required. Prospective employees can enter Canada as a Temporary Foreign Worker Program OR through the Newfoundland and Labrador Provincial Nominee Program (NLPNP)
Temporary Foreign Worker (TFW)
This program is administered by Citizenship and Immigration Canada. To be eligible to hire a TFW, the employer must have a positive Labour Market Opinion issued by Human Resources and Skills Development Canada. Then, the prospective employee must apply for a Work Permit. This document is required for any non-Canadian who wishes to work in Canada. It usually permits the employee to stay and work in Canada for up to two years. Some employers prefer to hire foreign workers on this basis since it gives both parties the opportunity to have a probationary period in which to evaluate their positions and to confirm that each party is satisfied with the placement. Newfoundland and Labrador Provincial Nominee Program (NLPNP)
This program is administered by the provincial Department of Human Resources, Labour and Employment (HRLE) through the Office of Immigration and Multiculturalism (OIM). If an international worker wishes to immigrate to the province based upon having an offer of full-time employment, he or she may submit an application to the NLPNP.
